How to win him back? What does he mean by this?

Okay so me and my neighbor who I've been crushing on since 8th grade are friends. And recently in the past year and a half we have become best friends. So all this time I've liked him but didn't want to ruin our friendship by telling him. Since prom was coming up I told a few people that I'd really want to go with him. He found our and questioned me about liking him an I denied it because he said he only saw me as a best friend. So I denied liking him so that I wouldn't lose him as a friend at least. Then a couple days after the conversation about our friendship relationship he texted me saying that he feels as though he can't act the same way around me since he doesn't want it to look like he likes me or to make it seem to other people like my friends that he likes me. I told him that girls can be dramatic and that everytime I even talk to a guy they think I love him. We then established that we missed the way things used to be and that we wanted things to go back to normal where we could joke and laugh and talk about anything. But then today he was friendly to me but then in the one class where we usually talk he ignored me.. He still hasn't asked anyone to prom but I dot think he will ask me since he doesn't want others to think we are together:/ and why is he acting weird and keep bringin this up? We established that we were okay with how things are? What's his line of thinking? Any advice??
