Why does he keep doing this, even after i said it fine i forgive u?

i think he keeps sayin sorry because maybe he's scared! somethime people say things that slip, then you get all cought up reminding yor self why did i say that. you know? and then you never know how harshly the other person took it!!... your probably his world right now and he doesnt want that to end!
